Just a note. St, Patrick's day wasn't a holiday until the 1700's.

(it was made a feast day by the church in the early 1600s, but the parades and such didn't start until the 1700s and they mostly started among diaspora Irish folk)

(though some googling suggests that it was treated as a feast day in Ireland since the 9th or 10th century)

the period we are in involves the conflict over Ireland between the Normans and the English. Maybe (in the variant history we are living in) the conflict has led to some attempts to appropriate Irish heritage as part of broader English heritage, and the adoption of some celebrations of Irish heritage among the English to keep them invested in the conflict, rather than wondering why they would bother fighting the Normans over some territory they don't care for?

There is definitely some validity to the above argument. There is even anecdotal historical evidence to support it in the real world. It's just a little off for it to be so big.
I guess it doesn't really matter, as long the major question is answered: Is this a normal thing, or is this Irish holiday suddenly spreading in England out of the blue?

Yearly small celebrations in local communities, not a large scale celebration like it is now.
